A 37-year-old man from West End who was driving a white Ford Transit minibus and a Fordingbridge man aged 56 who was driving a silver Mercedes coupe were both arrested on suspicion of causing death by careless driving.
They have now been released on bail until March 19 next year.
Emergency services were called to Mountbatten Way near Paynes Road at around 8.45am on Monday after reports of a collision involving a bicycle.
A Hampshire and Isle of Wight Air Ambulance was called in but the man, from Wimborne in Dorset, was pronounced dead at the scene.
Mountbatten Way was closed for nearly seven hours as road accident and forensic experts examined the area.
On Thursday a Home Office pathologist will conduct a post-mortem at Winchester's Royal Hampshire County Hospital.
Police appealing for witnesses want to hear from anyone who saw the cyclist prior to the crash. Those with information should call 101 and ask for Operation Ruddy at the Road Death Investigation Team at Eastleigh.
