CHRISTCHURCH Borough Council has vowed to prosecute people who fly-tip in the borough, after a man was fined £500 for dumping rubble in St Catherine’s Hill.

Darryl David Phillips, 22, from Pennington was seen taking broken paving slabs from a white van parked in a lay-by in Dudmoor Farm Road and dumping them on the verge.

After a number of missed court appearances and a warrant for his arrest without bail, Mr Phillips gave himself up on July 28 and pleaded guilty to the offence of depositing controlled waste on land without a waste management licence.

Magistrates at Bournemouth Magistrates Court fined him £500 and ordered him to pay £60 costs.

Peter Woodcock, solicitor at Christchurch council said: “Despite the fact that he is unemployed and on jobseekers allowance, the court still decided the offence was serious enough to fine him £500.

“This turned out to be an expensive way of getting rid of his rubble for Mr Phillips.”

Judith Plumley, head of neighbourhood and environment at Christchurch council said: “We take instances of fly-tipping very seriously and will prosecute offenders.”
