The main fault is the lack of commas . It should read -
"Broken down car, towing caravan, causes A31 delays."

That now makes sense.

I for one agree with your first point, as always the grammar of Echo writers is ****
Your second point, those school leavers are NOT the ones who were writing on social-media regarding their A level results. Their comments "was ritten betta" than the echo prose that opened the article.
