WHY do people age 60 get free bus and tube travel in London?

As far as I know the rest of the country has to wait till retirement age.

To add insult to injury, a person aged 60 from London is able to holiday in Bournemouth and use their bus pass at our expense, whilst we still pay for a further six years. Is this fair? Why does London always have to be “special’? Bournemouth is just as gridlocked these days. There should be one rule, whatever the age limit, for the whole country.
