I READ with horror the recent article stating that the council is considering outsourcing its Parking Enforcement Regime to Mouchel. This simply cannot be allowed to happen!

We have all seen what affect this has had in other parts of the country when profit has come before common sense in the way parking enforcement is operated.

Time and again the BBC and other broadcasters have reported on the underhanded tactics often used by private parking operators with Civil Enforcement Officers being unable to exercise discretion when considering the issue of a ticket due to targets being imposed upon them by their employer.

Part 6 of the Traffic Management Act stipulates that Civil Parking Enforcement should be reasonable, transparent and proportionate and not used as a tool to raise revenue.
