IT’S interesting to note that Bournemouth Council is so desperate to get work underway on altering the Imax next month that they are waiving competitive tendering.
Thus they don’t know whether they are getting best value but are also executing the work on a cost-plus basis, so nobody knows what the cost will be until later in the year, conveniently after the elections.
They also have to make best endeavours to obtain an arts/cultural use for the building to ensure they comply with the requirements of the Capital Receipt which was used, but this does not appear to the fore in the marketing brief.
The result is that they intend to spend an unknown amount of council taxpayers’ money on alterations to accommodate an unknown user.
