REGARDING “right time to end contract”, reading through the article I note that the council grant which is reducing year-on-year is due to cease altogether by 2020.
I understood that the council tax was a modern equivalent of the old rates used to finance councils’ economies, but somehow or another over the years the government, instead of giving back 100 per cent, gives back ever-reducing amounts.
So after 2020 when the grants cease, how are councils supposed to finance their economies?
