£90,000 would be better spent on providing street cleaners with the equipment needed to do the job.

Reduce costs by removing the top heavy management. Appoint a local supervisor with autonomy and responsibility to actually manage street cleaning at ground level based on need rather than in response to directives from a top heavy management team.
