All the council needs to do is charge everyone who stores their bin all week on the pavement, road or alleys which are adopted highways and Bob’s your uncle.
Twenty years back rent at £60 a week, the current charge for builder’s skips, should do it.
Or maybe set it at the same price as the nearest parking rates, if more.
Pretty straightforward to check the Google street views for these places, which shows how long they have been used.
