RESIDENTS in Highcliffe were left disappointed and angry when Christchurch Borough Council approved an application to build two large chalet bungalows on a former piece of open land, which may contain an unexploded bomb.

More than 20 residents of Kilmington Way and Lyme Crescent attended the planning control committee at the Civic Offices to hear the application for the two detached four bedroom chalets, which residents believe will result in over development and a severe loss of privacy.

One resident, speaking on behalf of the Highcliffe objectors, said that while they were not against progress there was no reason why the development shouldn't still be pleasant.

But concerns over the possible unexploded bomb could not be cited as valid reasons for rejecting the application, as it was not within the realm of the committee's responsibilities.

Highcliffe ward councillor John Lofts said: "Highcliffe has a deficiency in public open space.

"This proposal is over development and should remain unbuilt upon, as that is what it has been historically. This application constitutes over development within that area."

But Cllr Peter Hall disagreed, saying: "These plans are very attractive. The houses have a lot of character and the whole street scene is an improvement as it enhances the area and gets rid of the wasteland.

Cllr David Jones, head of the planning committee added that although he did not believe the loss of open space was to be encouraged, admittedly the proposal was better than it could have been and was within the boundaries of the local plan.

And he was supported by Cllr Ray Nottage, who said the committee had to act responsibly under the planning law, which meant approving the application in spite of reservations over the size of the chalet bungalows.
