A DEVELOPER has tabled plans for a 10-storey block of flats in Bournemouth less than a year after a similar scheme was rejected by council planners.

Primetower Properties Ltd saw its outline application for 46 flats in Wharfdale Road, near the A338 Wessex Way, refused due to the impact on the character and appearance of the area and residential amenity.

It also failed to meet the car parking space requirements in line with council policy.

Now the firm has submitted a proposal for 45 flats, in the form of nine one-bed and 36 two-bed apartments.

A statement by consultants Chapman Lily Planning on behalf of the applicant said: “The development will create a high-quality environment for future residents of the scheme.

“Each of the individual apartments has been designed to meet or exceed the nationally prescribed space standards for the relevant size of unit.

“All units will have access to good levels of natural daylight and will have access to an external private amenity area with all apartments having their own private balcony”

The proposed building would have a “stepped approach” gradually increasing from two storeys up in a southerly direction.

As part of the development, a two-metre wide footway would be provided on the northern side of Wharfdale Service Road from the site to Queens Road.

This will improve pedestrian access from the southern side of the site as currently there are no footway along Wharfdale Service Road, the application documents said.

The council’s parking standards supplementary planning document (SPD_would require the proposed in its location to have 46 car parking spaces, however, the applicant has included provision for only 23 spaces, 18 of which would have an electric charging point. It would also have 84 cycle parking spaces for residents.

A transport statement submitted by Paul Basham Associates Ltd said the site is in zone C of the parking standards SPD, but it is a small zone C area and it is surrounded by zone A and zone B, which do not require any parking provision for flats.

“When taking availability of car clubs, the excellent level of accessibility of the site to local facilities and access to sustainable modes of transport into consideration, the level of car parking proposed is considered appropriate for the development,” the statement said.

Plans for an eight-storey block of 15 student flats comprising four bedrooms each and therefore accommodation for 60 people were approved in June 2018.

Primetower Properties application would be residential and not for students.

The application is currently subject to public consultation before it is assessed by planning officers.
