A new development of 54 homes can now be built more than a year after the scheme first won backing from councillors.

The scheme on land north of Milford Road in Pennington was waved through by members of New Forest District Council’s planning committee in April 2025.

However, permission could not be fully granted until a Section 106 agreement – a deal securing affordable homes, public open space and developer contributions – had been completed.

That agreement was signed on August 25, allowing the council to formally grant permission for the scheme by Colten Developments Ltd.

The legal agreement will guarantee funding for improvements in the area, including more than £179,000 towards play facilities at Haglane Copse recreation ground.

The developer will also contribute £17,653 towards improvements at the Milford Road, North Street and Ridgeway Lane roundabout, and £2,330 to improve a nearby public footpath.

The green space, play areas and drainage features will be maintained by the developer or a management company, according to council documents.

The development will provide 54 homes, 27 of which will be affordable properties.

These will include 10 homes for social rent, 10 for affordable rent and seven for shared ownership. The affordable homes will range from one-bedroom flats to a four-bedroom house.

The plans include new green space for residents, a new road junction off Milford Road and pedestrian and cycle links.

The site is part of a wider area earmarked for hundreds of new homes and public open space under the council’s Local Plan.

The plans attracted 11 objections and two further comments from members of the public.

Residents raised concerns about traffic and road safety on the busy A337, access to the site, limited walking and cycling provision, flooding, pressure on schools and GP surgeries, and the impact on nearby homes.

However, Hampshire County Council raised no objection following changes to the layout and access plans.

Meanwhile, NHS Hampshire and Isle of Wight said GP surgeries had sufficient capacity for the expected increase in population.

The site lies north of the A337 on the south-western edge of Pennington, next to the New Forest National Park boundary.
