Winter Fuel Payment 2026 who will not get the payment

The Winter Fuel Payment is set to provide vital help with heating bills this winter, but not everyone over State Pension age will qualify.

People can get the payment if they were born on or before June 27, 1960 and usually live in England, Wales or Northern Ireland.

But there are a number of circumstances where you will not receive the winter support.

Here is who could be excluded from the 2026 Winter Fuel Payment, according to gov.uk:

1. Pensioners who live outside England, Wales or Northern Ireland

You will not qualify if you usually live outside England, Wales or Northern Ireland.

The rules for people living in Scotland are separate, as the Winter Fuel Payment has been replaced by a different benefit.

2. Those who were in hospital for the whole qualifying week

You will not be eligible if you were in hospital receiving free treatment for the entire week from September 21 to September 27, 2026.

This also applies if you were in hospital for the whole of the corresponding qualifying week the previous year.

3. People who are subject to immigration restrictions

You could miss out if you need permission to enter the UK and your immigration leave says that you cannot claim public funds.

This restriction means you will not be able to receive the Winter Fuel Payment.

4. Pensioners who were in prison

You will not qualify if you were in prison for the whole of the week from September 21 to September 27, 2026.

Being imprisoned for part of the week does not fall under this particular exclusion.

5. People who live in a care home

Living in a care home does not automatically mean you lose your Winter Fuel Payment.

You can still qualify if you meet the other conditions.

However, you will not be eligible if both of the following apply:

• You receive Universal Credit, Pension Credit or income-related Employment and Support Allowance (ESA)
• You have lived in a care home continuously since June 29, 2026 or earlier

This means some care home residents receiving means-tested benefits could miss out.

Check before you assume you will get it

The Winter Fuel Payment rules mean that simply being old enough does not guarantee a payment.

Your birth date, where you live, your circumstances during the qualifying week and whether you receive certain benefits can all affect your eligibility.

If you think you should qualify but do not receive a payment, it is important to check the official eligibility rules rather than assuming the money is automatic.
