The proposed opening hours are 11am to 11pm Monday to Saturday, and 12pm to 11pm on Sundays, with an extension until 1am on New Year's Eve.
Anyone wishing to comment on the application must submit their representations in writing to the council's licensing team by April 23.
Details of the application can be viewed at the Town Hall Annexe on St Stephen's Road between 9:00 am and 16:00 pm Monday to Friday or online via the BCP Council website.
