Officers from the Dorset Police No Excuse team spotted the pair doing 20mph in Broadstone yesterday
A spokesman said: "As we know 'L' plates are required for a reason, he shouldn't have a pillion passenger and helmets are important.
"Not a good start to their driving careers. It might only be a quick lift in their eyes, however should they have a collision the only persons to be hurt will probably be them.
"It is important to us to educate young drivers by raising their awareness to the consequences. We have had some good results previously by engaging with and educating them."
