A THIRD attempt to win permission to build a block of flats in Springbourne has been rejected.

Developers put forward plans to demolish the garage buildings in St Clement’s Road to make way for a block of six flats.

But BCP Council refused to grant planning permission for the scheme, saying the proposed building would have been out of character for the area.

Bournemouth council rejected two previous schemes for the site in 2017 and 2018.

The first was for 15 flats across a three-storey building with the second being a block of eight flats.

Concerns were raised in both cases that the proposed replacement buildings would be out of character with the area and “poor” living quality its occupiers would have.

Following the latest refusal in September 2018, a new outline application was submitted, further reducing the number of flats that would be built on the garage site.

A statement submitted with the plans says: “We believe that this site falls within the description of a brownfield site as it is not a viable business due to the existing buildings needing updating and the configuration of the site boundaries.

“The scheme is designed to relate to the character and appearance of the area and the privacy, daylight and amenity of neighbouring buildings are protected.”

Despite this, planning officer Richard Cable agreed to refuse the scheme due to concerns about the impact it would have on the conditions for its occupiers and its impact on road safety.

“Having regard to existing development in the area, it is considered that the development would not be in accordance with the development plan,” his report said.

“It would materially harm the character and appearance of the area, would have an adverse impact on residential amenity and would be unacceptable in terms of traffic safety and convenience.”

Planning permission was refused on Thursday (June 20).
