AN appeal against New Forest District Councils decision to refuse planning permission at Grade II listed Monmouth House, Lymington, has been dismissed.

Planning inspector Joanna Reid ruled in favour of the council, who initially refused Andrew Mackelden permission to apply a security film to the internal glazed face of the existing lower half of the ground floor windows to the St Thomas and Church Lane elevations.

Ms Reid concluded: "My decision to dismiss the appeal could result in the appellant having to consider other means to enhance privacy and security at his home, but I take the view that in this case the failure to preserve the special architectural interest of the listed building is such that dismissal of the appeal is a necessary and proportional response."

She also stated that the proposed works failed to preserve the special architectural interest of the listed building, which is situated on St Thomas Street
