M3 MOTORWAY (JUNCTIONS 1 TO 14), A34 AND A303 TEMPORARY TRAFFIC RESTRICTIONS

M3 MOTORWAY (JUNCTIONS 1 TO 14), A34 AND A303 TEMPORARY TRAFFIC RESTRICTIONS
Notice Is hereby given that Highways England Company Limited intends to make an Order on the M3 Motorway in the Counties of Surrey and Hampshire, A34 Trunk Road In the Counties of Hampshire and Oxfordshire, and the Unitary Authority of West Berkshire, the A303 Trunk Road in the County of Hampshire and the Unitary Authority of Wiltshire, under Sections 14(1 )(a) and 14(1 )(c) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to:-
1. authorise the overnight closure of-

(a) both carriageways of the M3 between Junction 1 (A316) and the centreline of Kitsmead Lane overbridge, all slip roads leading to and from this length;

(b) both carriageways of the M3 between the centreline of Kitsmead Lane overbridge and Junction 14 (M27 Junction 4), and all slip roads leading to and from this length;

(c) the circulatory system at Junction 6 (Spur Road), Junction 9 (A34) and Junction 12 (A335);

(d) the hard shoulder adjacent to the lengths of carriageway and slip roads in 1. (a) and (b) above; and

(e) any emergency refuge area adjacent to the lengths of carriageway in 1. (a) and (d) above.

2. authorise the overnight hard-shoulder running adjacent to the lengths ?f carriageway described in 1. (a) and (b) above.

3. impose a mandatory overnight 50mph speed limit on the lengths of carriageway described in 1. (a) above.

4. impose an overnight temporary 10mph speed restriction while traffic is escorted through the works area by a convoy system, on the lengths of carriageway described in 1. (a) above.

5. permit HGVs in the outside lane of the lengths of carriageway described in 1. (a) and (b) above, during inside-lane closures.

6. authorise the overnight closure of -

(a) both carriageways of the A303 between its junction with the M3 at Junction 8 and Parkhouse Cross (A338);

(b) both carriageways of the A34 between the roundabout at M3 Junction 9 and the roundabout at M40 Junction 9;

(c) the slip roads leading to and from the carriageways described in 6. (a) and (b) above;

(d) access to and from any side road at junction with the lengths of carriageway described in 6. (a) and (b) above;

(e) any lay-by adjacent to the lengths of carriageway described in 6. (a) and (b) above; and

(f) any bus stop adjacent to the lengths of carriageway described in 6. (a) and (b) above.

These measures would be in the interests of road safety while contractors undertake Programmed Cyclical Maintenance (bridge maintenance, drainage, lighting, signage, inspections and surveys, maintenance and clearance of vegetation, litter picking and clearance, road sweeping, emergency crossing point maintenance, road markings and road studs, electrical loop works, barrier maintenance and clearance of injurious weeds).
The duration of each closure would vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works would start on or after 1 st January 2021. Overnight closures of the M3 and connecting roads between Junction 3 and 14, the A34 and A303 would take place between 21:00 and 06:00 (maximum period).
Overnight closures and/or speed restrictions on the M3 and connecting roads between Junction 1 and 3 would take place between (maximum period):
Monday - Thursdays 22:00 - 05:30
Fridays 23:00 - 06:00
Saturdays 22:00 - 06:00
Sundays 22:30 - 05:30

Planned maintenance work would be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. In such cases less disruptive options would be considered.
The Order would come into force on 1 st January 2021 and shall remain in force until 24th December 2021.

Traffic affected by the closures would be diverted via other junctions of the M3, A303 and A34 or using the M4, M25, M27, M40, A27, A30, A31, A33, A34, A40, A272, A287, A303, A308, A322, A327, A331, A335, A338, A339, A342, A343, A418, A432, A3026, A3057, A3090, A3093, A4074, A4130, A4142, A4183, B3040, B3041, B3049, B3084, B3335, B3349, B3420 and the B4640. The diversion routes listed previously are the agreed routes, but these may change depending on local conditions. The temporary speed limits, closures and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
