I AM puzzled.

When travelling back towards Ringwood from Dorchester the sides of the roads between Dorchester and Sturminster Marshall are relatively clean of litter.

However driving along the A31 between Sturminster Marshall and Ringwood, the sides of the road are strewn with litter.

Why this disparity and why do the authorities responsible for cleaning up this litter allow the road to get into such a disgusting state before they bow to pressure via the Echo and concede to clean it up?
