IT'S 1997 in Hong Kong and the city is out of control.
Organised crime plagues the streets and the judicial system is too inept to stop a torrent of drugs and violence flooding the city. The baddest apple in an orchard of rotting fruit is a brutal Vietnamese drug gang.
But they hadn't banked on bumping into a pair of anti-heroes with a taste for justice.
All very familiar.
So, with a storyline weaker than an American cup of tea, it's a good job director Wilson Yip insisted on some fabulous no-holds-barred fight scenes, otherwise this film would have had a kicking of its own.
The handful of great action scenes make this watchable, but don't expect to be spellbound.
