Clampdown on school parking

PARKING regulations outside schools in Bournemouth are set to get stricter.

The council has plans to enable parking attendants to issue fines for parking on zigzag lines outside most schools in the borough.

At present the yellow zigzag lines are advisory markings to indicate an area that should be kept clear but drivers cannot be fined for stopping on them. The police can however, move cars on.

Following enquiries from the Daily Echo on the matter Bournemouth council issued a public notice of their intention to change the regulations.

The plan is to prohibit stopping between 8am and 5pm during the week and prohibit waiting, loading, or unloading at any time on all school zigzag markings in the borough.

The council is proposing longer stopping restrictions for a few schools.

Stopping will be banned in St Clement's Road outside St Clement's and St John's from 8am to 6pm. And from 8am to 7pm outside Corpus Christi Primary and St Thomas Garnet School on Parkwood Road, and outside St James' Primary School and St Michael's Primary School.

In Poole the zigzags outside schools were made legally enforceable in 2002.

Parking attendants in Poole can issue penalty notices immediately if they spot a driver parked on a zigzag.

From April 1 all councils will be able to send such notices by post.

This means if a vehicle is driven away before the parking attendant can attach a notice to the car's windscreen the offender could be issued with a fine by post.

you can be absolutely certain of one thing - nothing will change ,weve heard many times in the recent past that there are not enough parking wardens to do the job .how many people in poole have had tickets since 2002 ? i bet the figure would be fairly close to ...zero . i cant wait to see this laughable scheme in action !!

So, will the Council be providing any short-term parking facilities for the parents who normally drop their kids off, quite safely I might add?
If not, where are they all going to go?
Everyone should be realistic, and for those looking back with rose-tinted glasses, just think for a second about what you would do today if you had to take your kids to school before you add an inane comment based on life in the '50s.

Why is it such a bad thing to park outside your kids own schools...
As a parent i can tell you putting yellow lines and zigzags is just a pain...Oh and why do buses turn up outside schools so early blocking the road...Stopping parents trying to get their kids in a safe manner into their schools is adding more
stress into every day life...Maybe one day it will go back to how
things used to be, drive up, say goodbye to your kids and go on your merry way...Very simple really if you think about it..!!

Or how about parking a few roads down (or god forbid, NOT taking your car!) and walking to meet/drop off your children??

nothing will change. they will spruce up the lines and repaint but no actual enforcement will take place. all parking attendants are too busy giving out tickets to people who have overstayed their time by twenty minutes in council car parks. neatly avoiding confrontation as the driver is usually absent.

Highway Code. 238

You MUST NOT wait or park on yellow lines during the times of operation shown on nearby time plates (or zone entry signs if in a Controlled Parking Zone) – see 'Information signs' and 'Road markings'. Double yellow lines indicate a prohibition of waiting at any time even if there are no upright signs. You MUST NOT wait or park, or stop to set down and pick up passengers, on school entrance markings (see 'Road markings') when upright signs indicate a prohibition of stopping.


Don’t these people research the law?

Thanks Nick, you saved me writing the HC238 code out. The number of times I have had to quote this at the school I was at is beyond belief, and did they take heed, NO. And they will still continue that way. Without proper authorities there to enforce it, it will be flouted all the time.

It OK for the Council to propose these new regulations, but are they going to be able to enforce them. The only way you could enforce parking regulations outside some schools would be to physically close the road at the relevant time.

how many times have you had to tell your kids watch where they are going? children by nature do not have a spacial awareness this needs to be taught to them thats why some drivers dont know how to park a car by parking on the zig zags you are blocking a line of VISION for a child and a driver who may not see them darting out from behind a parked car therefore stopping a possible accident. i would have thought that anyone would with an ounce of brain power could work that out!!! it may be a pain but i'm sure you would be the first one to call for justice if someone knocked over your child and seriously hurt them! all a child has to do is fall and knock its head after being hit by a car (even at low speed)for it to get brain damage. stop bleating on about how much of a pain it is and think of all the pain it stops!!!oh and the chighway code is just that its NOT law in itself its just a guide on how not to drive like a complete idiot but its a good point perhaps if people took it upon themselves to actually read the rules then maybe just maybe we wouldnt have to call them idiots!!
