Special meeting may reveal Boscombe surf reef secrets


A SPECIAL meeting of all Bournemouth councillors could be called in a bid to reveal what the experts have said about Boscombe’s surf reef.

No details have so far been disclosed of the advice given by Plymouth University experts who were hired to judge whether the £3 million reef was working properly.

Many surfers have claimed the reef doesn’t create the waves it was intended to, with some saying it needs “tweaks” and others insisting it can’t be made to work.

Veteran Independent councillor Ron Whittaker is furious that the contents of last week’s briefing to council officials have not been revealed.

He says he has enough support to call a special council meeting over the issue if necessary.

“I’m hoping this will place pressure on the council leader to call members in for a special presentation and make a clear statement to the media on what the interim talks were about,” he said.

He said he had never encountered such a lack of information in his 39-year stint on the council. “There’s got to be trust between the officers and the leadership and the ordinary members of the council. The only way we seem to get any information is through the Echo,” he said.

He added: “If there’s something seriously wrong, we should really be told.”

The council now says the advice from Plymouth University will form part of a report to the authority’s ruling cabinet on April 28. The Plymouth advice could determine whether ASR, the contractor which built the reef, will get a £75,000 payment from the £149,000 it is still owed for its work.

Council Conservative leader, Cllr Stephen MacLoughlin, said the row about the reef advice was a “storm in a teacup”.

“As far as I’m aware no elected members have received the report from Plymouth University and we wouldn’t expect members to do that,” he said. “What I would expect is that the officers of the council see that the conditions of the contract with ASR are being properly discharged.”

Cllr MacLoughlin said he thought it was “too early to say” whether the reef was working.

But he said the situation looked “very positive” and insisted feedback from many surfers was good. “I accept not all surfers are saying it’s performing as we would like but overall we’re getting the impression surfers are satisfied with its performance,” he said.

Cllr Phil Stanley-Watts, Conservative ward councillor for Boscombe West, said he was frustrated about the lack of information on the reef.

“It’s got to be completely open. It’s no good going behind closed doors and talking about the surf reef because people come to all different conclusions, especially people it’s aimed at, the surfers. They want to know what’s going on.”

Here we go again.

Mr MacCloughlin inflammatory and ill conceived comments over a 'Storm in a tea-cup' should be enough to have him brought to task on their own as a supposed leader.

The issue as I see it is that many voices are shouting that the reef does not, can not, and will not work yet the council representatives keep dismissing these claims using ridiculous words like 'tweak, increased tourism and coastal erosion'. one of which justifies the wasted £3.6m spend on the Great White Elephant.

What I feel needs to happen is that the many voices become one channelled voice that enables reporters and sceptics to be able to dismiss their idiotic responses as soon as they utter the words. I strongly believe that the councillors are playing a game of verbal tennis (just keep whacking them back even if the don't go in, just whack them back with crazy shots)

The other issue is that none of the people claiming it works have ever used the blasted reef nor are surfers, windsurfers or kitesurfers. Have any of you ever seen MacCloughlin out there? Possibly too busy 'in the privacy of his own bedroom with his laptop' I would suggest.

The next thing that will happen is that 6 month chunks will be added to the time line and £79k will be released for 'fear of being sued' by ASR, then the council will withhold the final payment and claim the whole thing as a success as they saved £79k off the final bill.

Then will come the further claims of coastal protection and rare marine life and we will be stuck with it until it kills someone by breaking their neck or pinning them in one of its gaping holes.

As I have said previously, the big winter waves are gone now so any data supplied from now on will not show a true reflection of what it produces, even after they moved the wave buoy half way through the survey (oh did they not tell you that?)

My real concerns are
:

1) How did a group of councillors go to New Zealand to be told 'ASR ARE TERRIBLE AND IT WILL NOT WORK' yet we still went ahead?

2) Why can we not claim on the insurance policy and get our £3,654,555 back?

3) Why do ASR have 6 reefs in the world, none of which work, all of which were finished at least a year late and well over budget and most worryingly one of which was REMOVED FOR BEING DANGEROUS?

4) Why are none of the people who the publics comments of disapproval are being aimed against being disciplined? If I acted as they have done in my job I would be sacked for gross misconduct.

good luck with your meeting today skono. I think that the Mt manganui reef has not been removed yet but it is dangerous and two are reported as being drowned there.

The reef that has beeen removed is in california and may not be asr's problem. Everywhere else is though. I cant believe the detachment of a person who downplays community revulsion as a "storm in atea cup". It sounds a little like "let them have cake?" too bad as being in touch is important for anyone? he certainly sounds "out of touch". Remember the important thing to be fully in touch is truefull , easily verified and easy to understand information. A smokescreen is so easy to spot I dont know why some people still try the tactic. ( rather stupid and simple I guess). Admitting ones wrong is also part of that if and when it occurs. But enough people see and understand with their own eyes and soon with their dimished services and extra taxes to cover the unfulfilled promises. Bob49 is really on top of it all from the start, the surfers now just realising.

I don't think the Council have been left with anything else but to publish the results. The surf reef was blasted as a failure in The Telegraph on Saturday and Sunday Times.

The comment goes on "Bournemouth desparately wanted to shed its image as a sort of giant hospice, but these rebranding exercises hardly ever work"

Cllr MacLoughlin's comments that this is a storm in a teacup are wide of the mark. This failed scheme can only be harming the resorts image and tourism industry.

If you have anything to say to The Echo then go to Boscombe Pier today (Monday) at 13.00 hrs as they want to interview people for their opinions and really understand why it has gone so horribly wrong. Our town is starting to be slammed in the national press (The Sunday Times and The Saturday Telegraph) and now the lies will only effect tourism as we become a laughing stock.

To quote Mr Lyall Langley once again, 'A town with money is like a mule with a spinning wheel, danged if he knows how he got it and danged if he knows what to do with it'.

After a 10 minute search on the internet into ASR I found over 100 complaints from all over the World about the dealings of ASR.

Funnily enough it was possible to get confused between the reports as they were the same comments for New Zealand as they were for India and they were for the other site in New Zealand......shall I go on?

I'm tempted to move into that muppets ward, just so I can vote against him. What a plonker!! He is so far out of touch, I'm surprised he is still on this planet. I really do hope the voters of his ward remember all this come voting time. He obviously won't quit (likes the perks to much) so he will have to be sacked. You voted him in, you can vote him out. When he does go though, can somebody check his laptop!!

Is there a possibility that ASR told the council that it wouldn`t work where it is? The council ignored them as thats where the building development is. Might explain why the council are being cagey.

And if the wretched thing was to work ? So what - there is little in the way of parking for the number of vistors they claimed. If it doesn't work then again so what. The council flogged off the land and that part for it. Brutally, we have to accept that without the cover story of Boscombe being regenerated through becoming a surferer's paradise, they could not have sold the land so their would have been no money to put those sandbags in the sea.



That would be fine were it just toi be as simple as that. As well as income from the sale of the land and future sales of properties in the Money combe complex we were told that this whole project of regeneration was to be also funded by the sale (and hire) of the beach huts - now renamed surf pods. With around 40 odd, at anything from £70k - £90k that, suggests a shortfall of around £3m. Any projected rental income should be factored into this loss also, as last summer the only rentals appeared to be freebies given to Echo readers. So lets forget the reef nonsense for now and ask a few more important questions.


1. What happened to the budget for the upmarket retail outlets on the pier. They haven't been built so can we presume the budget for those outlets has been 'ring fenced' or has it been spent elsewhere.


2. Exactly how much of a shortfall is there in regard to income (both sales and rental) from the surfpods ?




3. If there is a shortfall how does the council plan to deal with this - cuts elsewhere perhaps ?



4 At what point did the plans for the Moneycombe complex change, and who authorised those changes, whereby the buildings went ABOVE the skyline as opposed to below as originally agreed ?



I would finally suggest that when we start to get answers to the above questions we might then statrt to get a clearer picture of what the true intent was regarding the selling off of that carpark and maybe come to realise that this project was never about regeneration but the provision of an exclusive enclosed community in a prime part of the country.




Anything else was never more than a 'gentrifying exercise' to provide for better sales of those properties.


We've been had, and as long as we continue to ignore the real cause we will waste futile hours and hours bemoaning the effects not addressing the cause. A very convenient distraction this reef, methinks.

I note with interest the link above about Borth, ASR are up to their old tricks yet again and another council are about to be duped.

It is time ASR were investigated and stopped from fraudulent activity.

It is a real shame that Mr MacCloughlin could not spend his perceived 10 minutes 'daily laptop internet research' into 'lady on lady' activity instead of typing in ASR problems into a search engine!!!

Both boscombe and bournemouth piers have enjoyed quality waves this season thanks to the shape of the naturally occurring sandbars. On clean, long period groundswells we've had some great surf.

Sadly not at the reef though. Could be something to do with the fact that its falling apart? It produced better waves when it was half finished!

err yes, the clue is in the word 'west' used by a number of posters in this thread.



As to chasing the audit commission I think we need to ensure the bigger picture is looked at locally. As said even if this wretched thing was working it would not expain the lack of development on the pier, how was the complex built bigger and in disregard to the original plans and where is the money to come from to make up for lost income. Working or not the reef will not make up that money. So far the council have been able to dodge these questions. Try writing/emailing your councillor or any councillor involved in this farce and the replies will be a long while coming. None so far.

The solution is as easy as pie!
By advanced patented scientific methods ~ 10,000 visiters stand on the surfing reef at low ride. It pops down to its correct level.
Some special color graphics on my friends nintendo shows an exact equal and opposite effect at the precise location of the reef mentioned in reefwatchings comment at Opanake. It just pops up to its right level.
Its also been checked on the playstation and works perfectly. The community, surfers and Council at each location are good for at least half a mill for a swanky presentation. (10% more for the playstation graphics as well -but that money can be withheld to make sure it works.)
The windswell in the magma is converted to positive vibes that find an exact equal and opposite negative vibe reef straight through the globe and the two instantaneously even out! I know it will work so well I dont get paid if it doesnt and the 5% witholding proves it. I feel another bright idea happening -excuse me for a moment whilst i lay it.
