Jobs set to go in East Dorset/Christchurch council merger


PLANS to merge district councils in East Dorset and Christchurch will go ahead, leaving staff facing job cuts in a bid to protect front line services.

Leaders of both councils have vowed to accelerate plans for a single management team and shared services after councillors in North Dorset voted last Friday against joining the so-called “eastern cluster”.

Cllr Spencer Flower, the leader of East Dorset District Council, said the merger programme would start “from now on”.

“We’re hoping to put a lot of things substantially in place by spring of next year. There is a pretty austere financial outlook in this country and councils will not be immune from that.

“If we work together, we can be more cost effective and protect our front line services, which is what Alan Griffiths and I want to do,” said Cllr Flower.

The two councils have already merged their revenue and benefits department with North Dorset District Council and will turn their attention to other departments. “There are all sorts of opportunities. Environmental health is one we’re looking at. The other is the housing service - both authorities had some criticism last year from the Audit Commission and we’re both trying to improve our service,” said Cllr Flower.

Each council will retain its own set of councillors, but the shared services will be delivered by merged departments operating under a single management team.

“At the moment, there will be two heads of service. We will weigh up the business case and come up with up with a structure that fits the business plan.

“If it means that we have more managers than posts, then there will be a selection process, and that’s where the savings will come from,” said Cllr Flower.

Makes a lot of sense as we do have too many tiers of local government. With the advances in IT communications it must be easier and cheaper to merge administration systems. Down side is the job losses and the majority of LG workers I know are fantastic and very committed people. Be good if there is as much thought as part of this process how these people can get new jobs or start up businesses so the hardship and longer term cost to the state if unemployed, is lessened

Makes sense? Does regional government make sense? Do districts councils with 500k populations make sense? These mergers are Whitehalls way of bring down the number of local councils and denuding communities of the democratic right of consent. There is to be no public consultation. Legislation now permits them to railroad this programme through. The public everywhere are being disenfranchised in the name of cost savings that will never materialise. This is about control from Whitehall and not reducing tiers of government. Rest if peace British democracy.

Merger: YES
East and North Dorset: NO

Christchurch Council performs the minimum funciton, but no more. Where has been the inward investment ? Where is the airport infrastructure improvements ? Where have all the high-earning jobs gone ?

But NO to merging with a rural economy
NO to merging with an authority in which few Christchurch residents work

YES to merging with a tourist-based economy
YES to merging with an authority we share a coastline (area of highest capital expenditure).
YES to merging where a large proportion of Christchurch residents work

YES . . . .its the B-word . . Bournemouth

Why merge with another part of Dorset? Christchurch has nothing in common with the rest of the county but does have more in common with Bournemouth or West Hampshire, time for a referendum on where the people of Christchurch wish to be?
