LAP dancing clubs could be banned from Bournemouth in a radical review of the borough’s sexual entertainment policy.
The possibility of strip clubs being moved “out of town” or to “some sort of industrial estate” were also mooted during a council discussion examining its latest strategy for such businesses.
The change would affect anywhere in the town licensed to offer lap dancing, pole dancing, table dancing or strip shows.
Cllr Andrew Morgan, chairman of the licensing board, has asked council officers to examine relevant case law before the authority puts its ideas out to public consultation in the coming months.
“If we do decide zero is the right number for SEVs (Sexual Entertainment Venues) we need to have clear reasons why we are doing that or else we leave ourselves very vulnerable to challenge,” said Cllr Morgan.
“If zero is the number for the town centre – is there any other part of the borough that we think would be suitable? Perhaps some sort of industrial estate or something out of town?”
Somebody in the meeting could then be heard jokingly shouting out “Poole” in response to Cllr Morgan’s question.
Cllr Morgan said the authority was “not taking a moral view” but that the changes would be made “on the basis of considering the locality and how the borough is shaping up”.
Members cited the “complete change in character” of Horseshoe Common where clubs with SEVs – Wiggle and For Your Eyes Only – are based.
“We could consider that the appropriate number of SEVs is nil for the borough, but it would be difficult in light of the case law to say that any existing ones were to be closed, which means that each one would be considered on its own merits at renewal,” said Cllr Morgan.
He said this could be considered in “the context of locality but also in the way they have been operating”.
Cllr Morgan reminded members of the case of Spearmint Rhino, based on Yelverton Road, which had its licence put on six months probation in December 2014 after hotly refuted exploitation allegations.
Less concern was expressed about “discreet” sex shops which are subject to strict regulations restricting what can be displayed outside.
“What we want to avoid is children walking by saying ‘mummy, what is that?’" said Cllr Morgan. "On the SEV side it might be harder for a parent to answer a question like that."
And the meeting's vice chairman, Cllr David Kelsey, said: “To be fair, you can walk into many supermarkets and buy the sorts of things you can buy in these sex shops these days. You can go down to Ann Summers and buy far worse stuff than what is ever displayed in sex shop windows.”

Wadjit - agree. I walked past Spearmint Rhino the other day during the day time, and it was hardly obvious what it was. And as it was closed, no one is going to be offended by what goes on in side or by the customers who go there. So why ban it? Is it the council taking the moral high ground? Is it their "job" to take the moral high ground? So long as the law is adhered to, I can't see the problem. I don't want to go there (too old for that!!) but I don't want it banned.

If you move from the town centre they will die. Personally I would not enter these venues out of choice, but have been in them both. Nobody is forced to work there against their will, and they must enjoy it or they would leave.
Like then or not, they bring money into the town and are popular. Look at the number of night clubs / bars that have closed down in the same time as these venues continue to operate.

Surely these clubs are only visited by people interested in lap dancing. Why would you go in one if you didn't approve? Don't like them? Well the simple answer is stay away. They are obviously popular otherwise they would close down through lack of business.

I wish we had a Prime Minister prepared to use the first few months of his rule to tackle all this futile displacement activity, licensing this and that, all to create "jobs" for yet more clerks. Look , all we need is for the Council to empty our bloomin' bins and keep the bloomin' streets clean and provide parks and decent public lavs. If we want Moral; Crusades the churches can do it. If we're worried about houses in multiple occupation, taxis, it's for insurance companies to lay down the law. Councils/the state are not good at doing stuff. The less we let them do, the better.

Both areas could have lovely restaurants, cafés, independent shops etc., rather than the sleasy pockets they are now. Move all the Hen & Stag party attractions out of town, preferably abroad!
Absolutely, we should be a family friendly resort. Just update the shops (John Lewis and a West Quay please), provide stylish tourist accommodation, and improve the facilities, the restaurants and cafés. And make the centre more attractive for residents and visitors at night.
And one of my biggest gripes, no modern art gallery. Apart from our (wonderful) beaches, there is only so much shopping I want to do. Yes, there are some other delights here (the Colosseum cinema, the Russell-Cotes, the Lighthouse/Pavillion - both far too hot for me in warmer weather.
But I would love to wander round a TATE BOURNEMOUTH, and high profile exhibitions would attract visitors from far and wide. I keep reading about how Margate, St Ives, Bilbao, Malaga have all benefitted from their amazing art galleries.

If you wanted a family friendly High Street feel you should have never allowed the likes of Castlepoint and various other retail parks on the Borough's edge be built. That would have directed everyone in to town for their shopping and given it a bustling vibrant feel.
After about 7pm most families with young kids are going to be wanting them to be settling in to bed. Perhaps if they can afford it a trip to the cinema or theatre, in which cases both of these venues in Bournemouth are nowhere near the Borough's lap dancing clubs.

The irony is that the table dancing clubs are not the source of the town centre problems, close them all down and the difference will be that things will just get worse. The people that are visiting these establishments know full well that any drunkenness or bad behaviour will see them ejected and banned so they behave themselves.
The irony is that the table dancing clubs are not the source of the town centre problems, close them all down and the difference will be that things will just get worse. The people that are visiting these establishments know full well that any drunkenness or bad behaviour will see them ejected and banned so they behave themselves.

You would of thought the money grabbing councillors would be encouraging any business into the town as they will soon be keeping business rates! The sex industry is worth billions if brothels were legal it would be safer for the women or men and increase business rates!

Not very safe for the babies already struggling for life in our special care units, which are often full, after being born with syphillis. A woman can be carrying syphillis for several years before it can be diagnosed, and spreading it during that time. Business rates are collected by local councils but then handed straight over to central government.

In countries where prostitution is legal, sex workers receive regular health screenings and counseling, so actually it would lead to the STIs/STDs you speak of being detected earlier, therefore less spreading and fewer infants inheriting them from their mothers.

The expense of these clubs to the community can be measured by the amount spent by the NHS trying to patch up the damage done to these poor women's mental health. Ask anyone who has worked in mental health and they will confirm that the majority of seriously ill patients have suffered sexual exploitation of some sort, whether being paid by a company to lap dance or any of the other forms of exploitation denied by the owners of one of the clubs.

The 2009 showed 87% of dancers have some level of higher education, a third of dancers are funding their way through their degree. The research also showed that the dancers are content and happy. This was done using a sample of 200 dancers. If you can produce current UK research to back your arguments lets have it otherswise it is just a strawman.

Very true, I know a few people who put themselves through university by working in strip clubs. One's a neurosurgeon now, the other is working toward her pHD in atmospheric chemistry. Neither have £23000+ student debts

This is a classic example of why the sooner all the blue/beige, narrow-minded, out of touch, ignorant Tory councillors who bog down the Town Hall hurry up and get in their wooden boxes the better - and hopefully take all their local ancient supporters with them too.
On one hand, we have a town full of people moaning that Bournemouth never moves with the times and on the other we have mostly the same people whinging about non-issues like this. And don't forget - these people don't go into town anymore because it's such a violent no-go area!!
