Armed police were called to a property in Bournemouth town centre.
Three armed response units and several police cars and vans were called to Melford Court in St Peter's Road so officers could carry out arrest enquiries in relation to an 'ongoing incident'.
A spokesman for Dorset Police said two women, a 24-year-old and a 27-year-old from Bournemouth, had been arrested on drug offences.
"We are grateful for the patience and understanding of the public while enquiries continue," he added.
Officers were reassuring residents while they made their enquiries this afternoon.
Visitors were not being allowed to enter the gated residential block and residents returning home were not able to park there.
