SOLICITORS representing the Lap Dancing Association are arguing with Bournemouth council on what makes a performance ‘lewd’ or ‘stimulating’.
They have written to the council asking for amendments to the conditions for sexual entertainment venues, which come into force on September 28.
Jeffrey Green Russell say the council’s current conditions, which will regulate For Your Eyes Only, Spearmint Rhino and Wiggle, are too unclear to work.
Councillors meeting at today’s licensing board will now have to debate the finer points on what lap dancers can do and what can be called ‘sexual’.
Bournemouth’s regulations ban dancers from touching customers or exchanging any contact information with them, and also make CCTV coverage mandatory.
The government last year made all councils introduce regulations for the lap dancing industry and all venues must now have a £4,000 license to legally operate.
Solicitor Robert Sutherland wrote to the council, objecting to nine of the council’s 40 conditions, including one that forbids dances from ‘any act which clearly simulates any sexual act’.
He wrote: “The difficulty is that the performance of dance is sexually stimulating by its very nature and there is therefore some simulation of a sexual act even if it with the rhythmic moving of the hips.”
He also objected to a condition that the dancers at the clubs must not use graphic or suggestive language or behave in a ‘lewd manner’.
He wrote: “Lewd, as I understand the dictionary definition, is to be sexual in an offensive way.
“I wonder whether such a condition is necessary as this would be different to different people.”

I think it would be a mistake to underestimate the weight of the intellectual task here. This is not something that you can just reach a judgement on without a full and rigourous examination of the evidence, over an extended and repeated period. An in depth study should be carried out, before conclusions are reached. I'd like to reluctantly put myself forward. Purely in the interests of science.

Ah the perils of trying to impose morality via committee.
Hopefully Bmth council coffers won't be drained arguing the toss over the finer points.

Sorry, but applications can only be accepted from persons who are paid by the public, financed from our Council Tax.
The council has a surplus in its budget this year and has to spend it in a meaningful manner so that it can ask for an increase in contributions next year from pensioners and other residents who don't have the spare money to visit such establishments.

I'm with you there, Derek. The panel should have a couple of lay-people on it (every pun intended).
We should have to sit in our underpants to have our reactions measured and, if there is any lewdness based on the definition given in the article, then the offensive nature will be noted in our reduced activity.
Could it be any worse than the research our Council has commissioned in recent years?

What a waste of time. These venues cause no problems except for upsetting people with nothing better to do.
Girls aside, these are actually among the better venues to go a have a drink, due to the security, seating arrangements and atmosphere.

Fiona Dee-Pea thank you for your post from the early 1900's but like oracle i know woman who have done this work to pay for education,on a good night they can make hundreds of pounds and bad nights nothing. On the sunject of the story how can you say what is stimulating? I know girls who have worked abroad and the rules are more open there and they did not get any more trouble in the clubs than they would over here.

Like oracle i know women who have done this. Its true many do it to get through higher education (gets rid of the dumb bimbo view doesnt it) but the law is a bit stupid as nono one can prove a base line for 'stimulating' some of the girls i know have worked abroad where the law is more open and they are allowed to touch but its not a knocking shop and they get no more trouble than they would here.

I was invited along as a guest to one on Saturday night and with reservations attended.
The truth is i was surprised.Firstly the club rules were strict, the staff very friendly and i felt at ease.
The customers were made up of men and women.Smartly dressed, polite and no sign of any irregular practice.
The girls would come up and talk and the majority were doing it to increase there income.Fair enough, their adults and it's their choice. No one forced anyone and it was to me a bar with a few scantily clad ladies. So what!!
So on departure,i felt my reservations were unfounded..In fact Fiona,i think you'll find there is a bigger bombshell about to drop in your neighbourhood...

Every time you open your mouth nowadays Ms Dee-Pea, you just show your ignorance to the whole world. I'm sure in your Victorian world they wouldn't have such clubs, but Queen Victoria is dead and buried, along with the narrow minded people of that era. If anybody needs to "grow-up" it is people like you who think you have the moral right to dictate what others can, and can not, do, watch, see, speak, hear off etc. If you don't like these sort of clubs, then stay out of them, it's that simple. I don't gamble or drink, but I wouldn't want every bookie or public house closed down.
.
Not that you will have been to see one, I'm sure you would be morally outraged, but just how many males go and see the Chippendales? I've worked security at their shows, and trust me, women are a lot more outgoing then men are.
.
So while you are entitled to have your say Ms Dee-Pee, I am glad to say that people like you are in a very small minority.

I bet the CCTV coverage will be shown at the councillors Xmas party!

This reminds of Worthing Council in the 1970s (I thought we had grown out of this in 21st Century) when the councillors could not decide if Emanuelle (remember that film, its so tame it that it would only get a 15 now) was obscene or not. They watched it in private at least 3 times (no doubt with raincoats over their laps) before banning it from Worthing cinemas. What happened? Lancing council OK'd it and every one went to Lancing to watch it.

Its about time Bournemouth grew up! I know of an establishment in Bournemouth that offers kinky sex and full sex services, yet its never been raided or even in a story in this paper. And I doubt that its licensed. I'll let the news-hounds find it!

We shouldn't be too Hard On (pun intended) Ms Dee Pea, she is entitled to her opinion but, like others have suggested, she should have a look one night instead of spouting off in ignorance. She might see some slappers, just as there probably are in Boots or the Post Office, but it keeps them off the streets, and gives others the chance to make a living.

Fiona Dea Pea....If you believe that we are currently experiencing a downward cultural spiral due to drunken debauchery I need to remind you that throughout history alcohol fuelled debauchery has played it's part in many cultures. The Vikings would rape and pillage whilst drunk, English soldiers in the 30yrs war (17th Century) would drink Dutch Gin to gain 'courage' and in Victorian times not only did they get plastered they would visit Opium Dens and get merrily stoned!
We are not on a 'downward cultural spiral', we are experiencing a continuing social cycle. To illustrate I have 'borrowed' the following passage posted on a past Echo story by a teacher and ametuer historian.
'A wise man once wrote
"The world is passing through troublous times. The young people of
today think of nothing but themselves. They have no reverence for parents or old age. They are impatient of all restraint. They talk as
if they knew everything, and what passes for wisdom with us is
foolishness with them. As for the girls, they are forward, immodest
and unladylike in speech, behaviour and dress."
Who wrote that, and when do you think it was written? Your own
parents, last week? A politician in their latest manifesto? A contributor to this thread?
Actually it is an extract from a sermon preached by Peter the Hermit
in A.D. 1274 over 700 years ago.'

Sounds like good advice. Just because it is 700 years or more old doesn't make it irrelevant. The lesson of history is that we are in danger of repeating mistakes unless we learn about them again and again.
Ask yourself if you would be happy for your daughter to take up this profession or have this sort of establishment next door.

Everything is in decline because the World is full of self-righteous, bigoted people who like to spout their nasty views, when they're not in full possession of all the facts.
Everyone is entitled to their own opinion but it should only be formed after they actually know something about the subject & not just from hearsay & very outdated information.
If it's not against the law - then it's personal choice as to whether people want to go to lap dancing clubs, as other people have mentioned, if you don't like it, don't go. The World would be a much better place if people would live & let live insted of feeling like they have to air their vile, uneducated opinions & resorting to verbally abusing decent people, they don't even know.

How does Bournemouth Council get itself into these messes? If you want to set limits make them measurable. CCTV = measurable. "lewd" does not. Take out anything not measurable before it costs the taxpayers more money.

Sex 'entertainment' venues are not ok.
Every time someone visits such a sleaze pit (club), damage occurs on multiple levels.
*relational,
*psychological
*spiritual
*societal
*emotional
Thats the reality of the matter.
Shut them down Bournemouth council because no one will miss them -they cause harm and have no legitimate worth.

You really are starting to sound like some kind of Mormon or Quaker now.

"Legitimate worth" doesn't even make any sense. They are perfectly legitimate as they're licenced by the council. Completely different to worth. I'm sure the wages and tips are worth something to the staff and the revenue worth something to the owner. They're also worth something to a town thats industry is students and tourists. So some people outside your little bubble would miss them.

Fiona, I do not believe for one moment that by '... that something starts with w and ends with e.' you meant anything other than 'whore'.
(in case the Echo censors that last word, it is the slang term for prostitute).
My comment re the word 'wholesome' was a gentle dig at your Victorian priggery.
However, I must confess I would never go into a pole-dancing Club - but this is only because I have a weak heart and the sheer sexual excitement of it all would probably kill me... but what a way to go... :)

Fiona, please can you tell everybody here how these dens of iniquity, as you see these pole-dancing clubs and similiar establishments, affect you personally.
At the moment your attitude appears to me to be akin to: I don't like alcohol, therefore all pubs, wine bars, etc., should be shut down.

Has anyone noticed that the Daily Echo chose only positive posts (theres nothing wrong with lapdancing) to print on its 'have your say' page.
They chose three posts on here and they also printed the 'pornmouth' post that didnt really make sense in relation to this issue.

Gosh! As soon as a woman objects to lap dancing she's accused of being prudish or jealous. Nonsense, it's possible to be comfortable with naked bodies and sex but object to the commodification of women's bodies/sex and the normalisation of the objectification of women. Little wonder that some women 'chose' this kind of a job as since being born they are told that their primary value as females is their looks and little else.

It's funny how judgmental bigots think it's acceptable to fling insults at people who do something that they don't happen to approve of. What gives them the right to judge people that they don't know? What's worse? Stripping to fund your studies or feed your kids, or verbally abusing people who don't adhere to your bigoted moral code?
As for the thought of councillors debating this - hahahahahahahaha

Oh gosh, Ms Fiona! I am one of these w****s in question, but before I defend myself and my Club SPR, please allow me to state that,
I am educated:
I come from a loving family with no history of physical or metal abuse:
I am not promiscuous:
My family know what I do:
It's the only job Where I can save and then travel the world, and meet people who arent so narrow minded.
-How I want, when I want. Oh, and I'm not in debt. Why should I be miserable in a lock-down career that I have no freedom or spare change in? I'd imagine I'd end up bitter and spewing E-filth on a local newspaper site.
You are entitled to your opinion, but before you intend on insulting myself and my colleagues/fellow dancers/strippers, I invite you to actually step foot over the threshold, Friday 30th Sept, 10pm (Don't worry, we'll waiver the cover charge)I'll even buy you a lemonade or other assorted non-evil beverage, and you can then judge us properly. How about it?

I agree with the majority of views on here. What some people need to realise is that for society to become more tolerant we just have to accept that where there is a demand that a culture will exist. Nobody is being forced to work at or visit these establishments against their will and therefore nobody is being 'degraded'. If they feel that way then they should leave. The whole decision on what is 'lewd' and what is not is irrelevant.

What a load of nonsense and a waste of money. Surely a "lewd act" is only a "lewd act" when it is witnessed by someone else or someone else could see it and possibly be upset by it. Correct me if I am wrong but everybody who could possibly view it must be inside the club/bar and I bet it doesnt offend anyone who is there!!! The council will next order a study which will be given to one of their mates who will earn a fortune!! Surely there are much more important things for council to be doing than worrying about what goes on in an adult only environment of like minded people. Everyone knows there are places in Bournemouth where a lot more goes on than a topless/naked dance.

Yes all women who object are obviously "jealous" wear dungarees are ugly and fat...
lol

What is it?

To make any money 'dancers' have to act in a disingenious way towards the men- massaging their ego for hours to get money out of them.
The message that working in the sex industry is exciting glamourous, empowering is a lie.
Over the past few years these venues have tried to brand themselves as a respectable part of the leisure industry.
The one-size-fits-all premises licence, means strip clubs are no longer required to get special permission for nudity. This has been facilitated by liberalisation of the law, which licenses them in the same way as pubs and cafes, and not for what they really are part of the sex industry.
The message (lie) sent to men is that it is positive even 'healthy' for men whereas statistics show that addiction to the **** and sex industries is the third biggest cause of debt in the UK, while relationship therapists are seeing an increase in the number of men suffering from sex addiction.
If the 'dancers' break the rules with regard to contact they make more money- what is the difference then between a dancer and a prostitute-these clubs normalise the idea that paying for sexual services is ok.
The rise of these places all over the country is very worrying because ultimately encourage men to think its OK to sexualize 'all' women thats all women not just the type of woman who chooses to work there.
They degrade our culture they have no legitimate worth.
They help no one they just harm..

Lap Dancing by itself is lewd activity. These venues have no place in town centre venues, they should be out of central areas altogether. These establishments degrade the very essence of what Bournemouth about.
I cannot even go shopping or work without passing these places right on the main roads. It is so embrassing to explain to children what sort of places these are as you drive by!
I would really like to know from our Councilrs how much public money is wasted on these trashy venues?
