Bournemouth and Poole councillors criticise government waste fine plans


COUNCILLORS in Bournemouth and Poole have criticised government plans to ban certain waste from landfill which could see householders fined for throwing the wrong things away.

Under the plans, paper and card, food, garden waste and plastics would have to be recycled, composted or burned for energy.

Food waste bins, already offered by some councils, would be extended to every home.

It would mean greater pressure on councils to enforce recycling rules and could lead to fines for residents who fail to sort their waste.

A 12-week consultation on the proposals was announced by Hilary Benn, the environment secretary this week.

The idea has come under fire from local councils – who have called for a less punitive, more co-operative approach.

Cllr Don Collier, Borough of Poole Cabinet member for the environment, said: “We are looking at moving into food waste down the line in our waste strategy – but we want to do that in a voluntary, co-operative way.

“We want to work with people – not tell them how to behave all the time. People are fed up with being told how to behave.”

Councillor Robert Lawton, Bournemouth’s portfolio holder for environment and transport, said the council’s focus was on “education and raising awareness.”

“Only a handful of households persistently refuse to engage in recycling their waste and as a council we would rather address the issue through home visits and targeted campaigning.

Fixed penalties would only be considered as a very last resort.”

The plans have also come under fire from the Local Government Association.

Gary Porter, chairman of the association’s Environment Board, said: “While councils are paying ever more to the government in landfill tax, they cannot also be expected to pay for building and running new plants to sort banned materials and process food waste.

“Councils do not want to be put in a position where they have to fine people for putting their leftovers in the wrong bin.”

It would be ok,if this country had a good strategy for recycling,like providing the correct bins and having them emptied on a regular basis,but they seem to think everyone owns a car and can take their recycling to the tip etc,i live in a block of flats,and guess what if i want a green recycling bin i have to buy one,but if i had lived in a house,i would have got one free,great policy this to add to fly tipping,look at europe and they provide house holders with all the correct bins,but no this country wont do this,as it would dig into the councillors/politici
ans expenses if they did this,sorry but this will always end in disaster,food waste in the streets,more rats,2 weekly collections,outstand
ing not!

Incidentally, talking of waste, why does Bournemouth Council have a portfolio holder who combines responsibility for environment and transport, yet Cllr Collier is only the member for the environment in Poole?
Seems a nice little earner for Collier and the food allowances appear generous!

How are they going to fine people when you have 8 to 16 flats all putting stuff in same bin? How many people are going to pay a fine because their neighbour threw the wrong stuff away? I do like the timing of this as far as the Government are concerned though. Just before an election they come out with another scheme to screw money out of the taxpayer. No wonder our Council is saying no to it. They are soon going to be scrabbling around like mad trying to hang onto the gravy train soon.

Well done councils - for a change! Central government seem to have lost the plot with recycling - perhaps because business is not using recycled materail as it could = money = profit! Get off the votyers backs with the threat of another stealth tax. Germany for example will not 'recycle' food, goes straight to landfill to assist in digesting the rubbish! Hey ho - dis Fritage!

Expecting residents to sort waste food from packaging is reasonable. But rather that seeking to fine residents for not sorting packaging why doesn't the government take on the packaging manufacturers. All packaging should should be recyclable or better still a standardised range of reusable packaging. (EU directive required?)
