THE Independent Police Complaints Commission will not investigate the death of a "happy-go-lucky" 21-year-old killed in a crash.

Craig Downs died on the A351 at Harmans Cross on Tuesday, December 29 2015 while behind the wheel of a Ford Focus which collided with an electricity pole and a garden wall.

The IPCC was notified "due to the fact a marked police vehicle was in the vicinity of the Ford Focus at the time of the collision".

However, a spokesperson from the organisation has confirmed that the investigation will be handled by Dorset Police.

The collision did not involve a police pursuit, but forces are required to notify the IPCC of deaths where there has been "any kind of contact" with a police officer.

A spokesperson from Dorset Police said: "Due to the fact a marked police vehicle was in the vicinity at the time of the collision, the incident was referred to the Independent Police Complaints Commission.

"The IPCC has determined that this incident will be investigated by Dorset Police as is normal with any fatal road traffic collision.

"An inquest is due to be held at a future date."

Neighbours reported hearing an "almighty bang" around 2.20am on the day of the collision,

Police closed the road for a number of hours afterwards, to enable collision investigators to carry out their work. It reopened just before 2pm.

Craig, a former Lytchett Minster School student, was father to a young baby.

His family issued a statement following his death.

They said: “Nothing can express our devastating loss.

“Craig was loved so much by everyone that knew him. He was a happy-go-lucky lad with the kindest heart.

“He will be greatly missed by his Mum, Dad, three sisters, two brothers and his beautiful daughter, nephew and niece and all his many friends and family.”
