The likelihood of more frequent extreme weather, combined with deteriorating infrastructure, leaves the region vulnerable, according to the Institution of Civil engineers South West.
Its State of the Nation: Infrastructure 2014 report welcomed progress since 2010 in recognising the importance of infrastructure to economic growth.
But it gave the South West a D or ‘at risk’ rating for flood management and transport.
