Battle of the developers: Licet seeks legal advice after Trevor Osborne tries to thwart West Central scheme

THE developers behind a £50m leisure complex are seeking legal advice after their rival urged Bournemouth council to thwart their project.

Licet and partners NCP are planning to build a £50m cinema and restaurant development called West Central on the Exeter Road car park but have faced opposition from Bournemouth council.

Now they have asked their lawyers to review paperwork submitted by rival developer Trevor Osborne which reveals he suggested Bournemouth council renege on an agreement to sell Licet a small strip of council-owned land.

Meanwhile, Mr Osborne has hit out at council leader John Beesley for his “autocratic” decision to end the council’s backing for his Pavilion Gardens development and accused the council of mishandling the project.

He said: “I don’t think this position should be taken by a single man acting autocratically – that’s what the leader has done.

“It’s an important decision which has ramifications for the town centre.

“I have to question whether democracy is best served by one person making a decision like this.

“Most people want this scheme to go ahead.

“But it needs the council to be competent in following its own decisions to make it possible.

“I acted in utmost good faith because it’s what I do. I wish it had been reciprocated.”

Mr Osborne has struggled to attract funding and an anchor tenant for his Pavilion Gardens scheme because of competition from West Central.

With councillors due to debate Cllr Beesley’s decision today Mr Osborne has called on the council to step up their plans to get a Compulsory Purchase Order for the Exeter Road site.

Paperwork submitted by Mr Osborne reveals he suggested the council withold its land in February 2011.

One year later, Bournemouth council told Licet they would only sell them their land for a scheme that contributed to the improvement of public transport.

Licet improved their offer but this was refused and they later re-worked their scheme to exclude the land in question.

Chris Dymond, director of Licet, said: “Together with NCP we have seen copies of the publicly available documents which have been put forward for consideration by the scrutiny panel.

“We have referred them to our legal team for review.”

Mr Osborne said: “It shouldn’t be overlooked that the council have twice now resolved to acquire the Licet site to make a bus hub.

“It’s the only place in town that would be suitable for that proposal.

“One has to question why since 2010 the council has made such little progress.”

If Osborne is so short of financial backing, therefore confidence in his scheme, and on his own admission, could go to the wall, the Pavilion site could become yet another Bournemouth white elephant!

they should be getting the best return for local tax payers

NOT being told what to do and what is best for certain developers

the whole council and Tory councillors are a total disgrace and none of them should be in the positions they are in

beasley and his cabinet members should be removed from office for the grubby dealings over this matter, we have had lies, lies and more lies over these matters

What is now needed is a total audit of council dealings for last 7 years

now weasley and hid doggy underhand dealings with developers and planning consultants. first two were boot out of office now its time for beasley to go forthwith

So it comes down to this the council refused to rebuild the bus terminal and gave the site to NCP who now want to back a scheme to build a cinema complex, meanwhile the council wanted Osbournes green turd to give its backing..but Odeon cinemas bailed and opted for the NCP scheme..and now the council have withdrawn it's backing of Osbourne. This council is the shocking reality of why this towns gone to the dogs. It's lack of imagination it's poor planning decisions and it's inability to listen to its electorate. They are not fit for purpose.

Its always seemed suspicious to me that for 30 years the Council showed no interest in rebuilding the bus station. In fact by granting planning permission to Licet they effectively made the decision that the council had no future plans for the site. It was only when Osborne's scheme ran into problems with potential investors that Bournemouth Council suddenly decided they needed to rebuild the bus station that had burnt down 30 years earlier.

Beesley, its time to resign along with the chief exec and the useless councillors playing yes men to a tyrant. this is not what public officials are for or what they are supposed to be doing. It is time now for an independent public Inquiry into the goings on in Town Hall, this should have happened when Tony Ramsden was sent down. Those few councillors who are not invoved in this should speak up NOW on our behalf, or do we really only have Roger West who is prepared to stick his neck out???

Ramsden, winter gardens, mouchel, surf reef, bcca, overpaying consultants, audit report etc etc etc etc

Agree with above post but will go farther, WHAT is the position of Osborne Pavilion Scheme, is it dead in the water or do we have to worry that it could be rescued and have to pay all that money to rent back a car park that we owned now.
If so WHAT right has Osborne to try and dictate to the Council what they should or should not do, or is the plot thickening, no honour among thieves, I believe is the saying and just in case you read these comments Osborne, NO I believe that the Majority do not want as some commentators have put it your ''Green Turd Scheme'' to go ahead.
